Imagine a desperate mother dog on the roadside, trying to protect her puppies from hunger, traffic, cruelty and death.
She cannot save them from a crisis created by human beings—a crisis we continue to make worse by breeding and selling more puppies.
We have learned to speak about adoption.
We have learned to speak about sterilisation.
Now we must speak plainly about the system that keeps producing more puppies while millions of dogs are unwanted.
Puppies are sold for profit.
The dogs left behind pay the price.
The 2024 State of Pet Homelessness Project—covering 20 markets—estimated that 143 million dogs were living on the streets and another 12 million were in shelters. These figures are not a complete worldwide count. But behind every number is a living being: hungry, frightened, abandoned, imprisoned in an overcrowded shelter or at risk of being killed simply because nobody wants them.
This crisis will not end while we continue breeding into it.
We call on the European Commission to lead:
A minimum ten-year ban on all commercial and private dog breeding across the European Union.
If the crisis is not under control after ten years, the breeding ban must continue.
We also demand real protection for dogs already born—including safe, responsible cross-border adoption—so dogs from overwhelmed countries can find homes where families are waiting.

Stop the Mass Killing of Street Dogs and Cats in Morocco Ahead of FIFA 2030
Every animal deserves compassion, protection, and the right to live without cruelty.
Reports from animal welfare organizations have raised serious concerns that thousands of stray dogs and cats in Morocco are being captured and killed as the country prepares to co-host the 2030 FIFA World Cup.
If these reports are true, this is unacceptable.
Preparing for one of the world’s biggest sporting events should never come at the cost of animal lives. A celebration of football must not be built on fear, suffering, and cruelty.
We call on the Moroccan authorities to:
● Immediately end the killing of stray dogs and cats.
● Adopt humane and sustainable animal population management programs, including vaccination, sterilization, and shelter initiatives.
● Work alongside veterinarians and animal welfare organizations to implement internationally recognized humane solutions.
We also call on FIFA to:
● Publicly reaffirm that animal welfare is an essential part of responsible tournament preparations.
● Engage with the Moroccan authorities to ensure that preparations for the 2030 FIFA World Cup respect internationally accepted animal welfare standards.
● Encourage transparency and independent monitoring of animal welfare practices linked to tournament preparations.
